Proposed Project: Applicant is requesting approval of a Conditional Use Permit (CUP) modification (CUP No. 2003-15-MOD-1) to facilitate the construction of a second drive-through lane for an existing Chick-fil-A eating establishment at 3601 South Bristol Street. The scope of work includes a 630-square-foot addition, relocation of an existing driveway approach, reconfiguring of parking, and new landscaping. With this entitlement request, the applicant will be amending previously approved CUP-2003-15.
Environmental Impact: The Planning Commission will consider a determination that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines – (Class 1- Existing Facilities). Notice of Exemption, Environmental Review No. 2002-436 will be filed for this project.

Proposed Project: Updates to various sections of Chapter 41 (Zoning) of the Santa Ana Municipal Code (SAMC) related to family daycare, regional planned sign program regulations, massage establishments, retail uses in industrial zones, trash bin enclosures, Urban Lot Split and Two-Unit Developments standards, various use definitions, regulation of noxious uses, regulation of electric fences, and clarifications to permitting standards for light processing facilities
Environmental Impact: Pursuant to the California Environmental Quality Act (“CEQA”) and the state CEQA Guidelines, the adoption of this Ordinance is exempt from CEQA review pursuant to Sections 15060(c)(2) and 15060(c)(3) of the State CEQA Guidelines because it will not result in a direct or reasonably foreseeable indirect physical change in the environment, as there is no possibility it will have a significant effect on the environment and it is not a "project", as defined in Section 15378 of the CEQA Guidelines. As a result, a Notice of Exemption, Environmental Review No. 2022-73 will be filed upon adoption of this ordinance.
Recommended Action: Recommend that the City Council adopt an ordinance approving Zoning Ordinance Amendment No. 2022-03 to amend various sections of Chapter 41 (Zoning) of the Santa Ana Municipal Code (SAMC).

Proposed Project: Applicant is requesting approval of Conditional Use Permits (CUPs) Nos. 2022-19, 2022-20, and 2022-22 to allow the construction and operation of a two-story 73,300-square-foot live entertainment venue with on-premises consumption of alcoholic beverages for after-hours
Environmental Impact: Pursuant to the California Environmental Quality Act (“CEQA”) and the state CEQA Guidelines, this project is within the scope of the project covered by a previously certified Environmental Impact Report (EIR) (SCH #1983021103). An initial study has been prepared for this project which revealed that the previously prepared EIR adequately described the project’s environmental setting, significant impacts and alternatives, and mitigation measures related to each impact. There are no substantial changes proposed by this project. There are no substantial changes with respect to circumstances under which the project is undertaken that will require revisions to the previously certified EIR. There is no new information of substantial importance. There are no new environmental impacts or mitigation measures needed. All applicable mitigation measures applied to the previously prepared EIR will be applied to this project.
Recommended Action: Continue the item to a date uncertain, pursuant to a request by the applicant and by staff.
