Employment Development Department – Labor Market Information

Recommended Action: Receive and file.

 
4.
Biennial Modification to the Program Year (PY) 2021-24 Region and Local Workforce Plan for grant funds received from the Federal Title I Workforce Innovation and Opportunity Act.

Recommended Action:
1. Ratify the action taken at a Special Meeting of the Executive Committee held on March 22, 2023:
a. Approve the modification to the Regional and Unified Local Plan for PY 2021-24 and authorize staff to submit the documents to the California Workforce Development Board and State of California Employment Development Department.

b. Authorize the Chair of the Workforce Development Board to sign all documents required by the California Workforce Development Board and the State of California Employment Development Department necessary for the submission of the modified Regional and Unified Local Plan.

c. Recommend City Council approve and authorize the Mayor to sign all documents necessary for the submission of the PY 2021-24 modified Regional and Unified Local Plan.

d. Authorize staff to make necessary revisions to the PY 2021-24 Regional and Unified Local Plan to address public comments received that disagree with the modified Regional and the Unified Local Plan and or as requested by staff from the California Workforce Development Board and State of California Employment Development Department.

BUSINESS CALENDAR
 
5.
Renew Memorandum of Understanding with required WIOA Partners

Recommended Action:
1. Approve the Memorandum of Understanding boilerplate and direct staff to finalize the exhibits with the Santa Ana WORK Center, Santa Ana College, Employment Development Department, Department of Rehabilitation, SER Jobs for Progress, United American Indian Involvement, Inc., Long Beach Job Corps, Community Action Partnership of Orange County, and the Santa Ana Housing Authority, for a two-year term expiring June 30, 2025 and authorize the Board Chair to sign.

2. Approve the Memorandum of Understanding between the Santa Ana Workforce Development Board and the County of Orange Social Services Agency for a two-year term expiring June 30, 2025 and authorize the Board Chair to sign.

3. Recommend City Council approve the partner Memorandum of Understanding for a two year term expiring June 30, 2025 and authorize the City Manager and Clerk of the Council to execute and any amendments during the term subject to non-substantive changes approved by the City Manager and City Attorney.

 
6.
Ranking of Youth Provider Request for Proposals for Program Year (PY) 2023-27

Recommended Action:
1. Accept the review committees ranking of youth proposals to award future Youth Provider agreements utilizing funds from the Workforce Innovation and Opportunity Act for a four-year procurement period ending June 30, 2027.

2. Recommend City Council approve and execute an agreement with the Orange County Children’s Therapeutic Arts Center for $200,000 to serve 20 Santa Ana youth subject to availability of Workforce Innovation and Opportunity Act youth funds. Discuss programing opportunities for the balance of Program Year’s 2022-23 and 2023-24 Youth funds and provide direction to staff.

 
7.
Adopt an Incumbent Worker Policy

Recommended Action: Adopt an Incumbent Worker Policy to serve employers or industry to retain a skilled workforce and create opportunities for less skilled employees

 
8.
Local Area Subsequent Designation and Local Board Recertification Program Year (PY) 2023-25

Recommended Action: Authorize the Chair of the Workforce Development to sign the Subsequent Local Area Designation and Local Board Recertification application and direct staff to submit to the California Workforce Development Board. Recommend City Council authorize the Mayor to sign the Program Year 2023-25 Subsequent Local Area Designation and Local Board Recertification application.
