3.
Ranking of Youth Provider Request for Proposals for PY 2025-27

Recommended Action:
  1. Accept the ranking of proposals submitted for youth services and authorize the use of the ranked list for a two-year procurement period, ending June 30, 2027, for awarding future Youth Provider agreements funded by the federal Workforce Innovation and Opportunity Act (WIOA).
 
  1. Recommend City Council approve agreements with Working Wardrobes for $200,000 and Standup for Kids for $200,000 for a one-year period from July 1, 2025, to June 30, 2026.

 
4.
Renewal of Orange County Children’s Therapeutic Arts Center Youth Agreement for Program Year 2025-2026

Recommended Action: Recommend City Council approve a one-year agreement with the Orange County Children’s Therapeutic Arts Center, in the amount of $250,000 for Program Year 2025-2026, subject to the availability of federal Workforce Innovation and Opportunity Act youth funds.

 
5.
Renew Memorandum of Understanding with required Title I Workforce Innovation and Opportunity Act Partners

Recommended Action:
  1. Approve the Memorandum of Understanding boilerplate and direct staff to finalize the exhibits with the required Title I Workforce Innovation and Opportunity Act program providers: City of Santa Ana - Santa Ana WORK Center, Employment Development Department, Department of Rehabilitation, SER Jobs for Progress, Santa Ana Housing Authority, Rancho Santiago Community College, United American Indian Involvement, Inc., Long Beach Job Corps, and the Community Action Partnership of Orange County for a three-year term expiring June 30, 2028 and authorize the Board Chair or Vice Chair to sign.
 
  1. Approve the Memorandum of Understanding with the County of Orange Social Services Agency for a three-year term expiring June 30, 2028 and authorize the Board Chair or Vice-Chair to sign.
 
  1. Recommend City Council approve the Memorandum of Understanding with the partner agencies for a three-year term expiring June 30, 2028; authorize the City Manager to execute and any subsequent amendments subject to non-substantive changes approved by the City Manager and City Attorney.

 
6.
Election of Officers for the Santa Ana Workforce Development Board for the 2025-2026 Term

Recommended Action: Elect a Chair and a Vice Chairperson for the Santa Ana Workforce Development Board from the private sector membership to serve for the PY 2025-2026 term.
